I live in Illinois, and I just received this E-mail from my Daughter's school. How can this be legal? I pay higher taxes for a reason. This is not just for my Daughter's school district, it is for all of Illinois. This is communism! "Basically, this bill will siphon state funds away from districts with higher assessed property values (taxes) and divert it to districts with lower property values." Dear District 128 Families, This letter is to inform you of the pending School Reform Act (Senate Bill 16) that would adversely affect our school district if it were enacted. Senate Bill 16 passed the Senate in May 2014. It is currently pending in the House of Representatives. What is Senate Bill 16? Recently, a committee of state legislators was charged with recommending ways to improve public education funding in Illinois, which has remained unchanged since 1997. The result of the task force was the creation of Senate Bill 16 (Manar/Chapa LaVia). If enacted into law, SB16 will make sweeping changes in how Illinois funds education, and those changes will have a direct and negative impact on Palos Heights School District 128. SB16 aims to overhaul the state’s current regressive funding system and distribute state funds based on local ability to pay. This bill may be brought to vote in Springfield either in November during the veto session or during the lame duck session in January. The Bill does not offer any new source for funding. It will simply take the limited amount of state support many districts currently receive and give these funds to other districts. There is no oversight in the Bill for Districts who receive these monies. Basically, this bill will siphon state funds away from districts with higher assessed property values and divert it to districts with lower property values. Senate Bill 16 does not take into account those districts that have been financially responsible and maintained balanced budgets. SB16 penalizes half of the school districts in the state for being in counties that limit annual property tax increases. SB16 is strongly opposed by special needs advocacy groups that feel it will negatively impact special needs education. Senate Bill 16 does not ensure funding will end up in the classroom of the recipient school districts to improve student achievement. SB16 may be modified to also include a shift in pension costs to local property taxpayers. How will SB16 impact District 128? This bill has the potential to reduce our District’s current state funding by 82%. Our District stands to be one of the biggest losers, percentage wise, if this bill becomes law. The predicted annual loss is approximated at $574,356. This money would be redistributed by the State to districts with lower property values. The loss of these revenues would have dire consequences on our educational programming and staffing. This bill would require significant cuts or else force the district to seek additional local funding through a referendum or increase in fees. If SB16 is passed, we will receive only 18% (~$100,000) of our current State funding allotment (~$700,000), even though the Illinois Constitution requires the State to have the primary responsibility for financing public education. Our District has experienced continued educational funding cuts by the State over the years with an exorbitant increase in unfunded mandates. This bill will force 460 school districts in Illinois to face funding shortfalls in a state that already ranks 50th in the nation. (US Department of Education). Palos Heights School District has always maintained fiscal responsibility to its taxpayers. Our District has one of the lowest tax rates in the entire South Suburban area. The District has submitted balanced budgets to the State for the past 7 years. The District has received Financial Recognition by the State for balanced budgets, maintaining solid balances in reserves, and positive expenditure to revenue ratios. The District has not asked for a tax increase by referendum since 1976. We have provided a quality education to our students at one of the lowest per pupil expenditure ratios area-wide. What can you do? We are asking parents to contact your Illinois State Representative and express your concerns to them regarding Senate Bill 16.
